and nope, no watercolor.. just lots of layers with different hue and opacity, to get the kind of colorfull-ish effect i got this is what you do:
1) have a bg open (preferrebly a landscape) and then duplicate it
2)after duplication, set a new layer on top of that and then go to the gradient tool in your photoshop (usually in the toolbar)
3)now choose a color and change the style of gradient, press the "radial" gradient style so that when you drag it on the layer it makes a circle of color that fades out at the edges
4)paint over your landscape using this gradient stlye (ie: if you want to make blue trees, blob the trees blue and so on...)
5)then after you feel like youre done "painting" your pic, go to filter->blur->guassian blur and put 5 for radius and 15 for threshold, then press ok
6)you should now have a bunch of big blobs of color all over the pic, then you go to layer->adjustments->blending options and change the opacity to around 20%-50% depending on how your bg is. jus play around with the sliding bar thingie until something looks rite xD
7)duplicate the layer again and play around with different blurs and opacity to get a better effect..
